red-tape bureaucracy

Bureaucracy encompasses governmental rules, and unofficial standard operational procedures that sometimes, its stifles creativity and results in inefficiency.

i was over at the market over at sugnei road that day, and i came up with this hypothetical (though may not be entirely correct) example:

imagine that instead of parking at the standard parking lots, a car drives up the pathway and parks onto the grass patch. who do you call to report this parking offense?

imagine a parking attendant comes along, and you report the issue to her. however she’ll say, she’s her job is outsourced to Sembcorp, and she only writes parking fines for cars who fail to display a parking coupon/expired coupon. everything else is out of her jurisdiction. She then refers you to the Traffic Police.

The traffic police would shake his head and says, the roads are within his jurisdiction, but the car is parked on the grass, and tells you to go to the respective HDB estate then.

Then HDB would say, the plot of grass is considered state land, which is not under their control, go to URA.

After making furtile trips and finally reach URA, they would say, “oh, please refer this case to the traffic police instead”

there you go, one big round again. And oh, didn’t i mention you’d have press countless of buttons when u call in when speaking to a GODDAMNIT telephone machine, before being routered to a HUMAN customer relations officer? who would then refer you here and here, to the this department and that, before you speak to the right person? :)

there you go, modern day red-tape bureaucracy.
